Milestone Inspections
For Florida condominium and cooperative buildings three habitable stories or more in height, the statewide trigger is 30 years from the Certificate of Occupancy, then every 10 years after. Twenty-five years applies only where the Local Enforcement Agency affirmatively adopted it under §553.899(3)(b); SB 154 (Ch. 2023-203) repealed the earlier automatic coastal trigger. Palm Beach County has no countywide adoption, so the 30-year default governs unless the city holding jurisdiction over your building adopted 25 years. 3 have: Boynton Beach (citywide, Adopted 14 November 2022), Highland Beach (citywide, Ordinance 2022-008) and Boca Raton (part of the city, Ordinance 5589). SIRS (Structural Integrity Reserve Study)
Florida requires condominium associations governing buildings three habitable stories or more to complete a SIRS every ten years. The trigger date is the condominium’s creation under §718.112(2)(g)1., not the building’s age. HB 913 (Ch. 2025-175, effective July 1, 2025) moved the one-time initial SIRS deadline to December 31, 2025. An association whose milestone inspection was required by December 31, 2026 may complete its initial SIRS together with that milestone inspection, but no later than December 31, 2026.
Building Recertification
Palm Beach County has not adopted a county-wide, age-triggered building recertification ordinance like Broward’s or Miami-Dade’s. The county’s Building Division confirms that coverage instead runs through the statewide milestone inspection law above and a complaint-driven unsafe-structures ordinance, not a scheduled recertification program. Some municipalities within the county may set their own local requirements.
