Milestone Inspections
The milestone inspection under is a state requirement enforced by the local building department. In Broward County it is administered through the Building Safety Inspection Program: buildings three habitable stories or more reach the trigger at 25 years from the Certificate of Occupancy (adopted countywide under §553.899(3)(b)), then every 10 years. Completing the county recertification satisfies the milestone requirement here — one inspection process covering structural and electrical systems. There is no pass or fail; where substantial structural deterioration is found, a Phase 2 inspection follows within 180 days of the Phase 1 report. SIRS (Structural Integrity Reserve Study)
Florida requires condominium associations governing buildings three habitable stories or more to complete a SIRS every ten years. The trigger date is the condominium’s creation under §718.112(2)(g)1., not the building’s age. HB 913 (Ch. 2025-175, effective July 1, 2025) moved the one-time initial SIRS deadline to December 31, 2025. An association whose milestone inspection was required by December 31, 2026 may complete its initial SIRS together with that milestone inspection, but no later than December 31, 2026.
Building Recertification
Broward County requires recertification at 25 years from the Certificate of Occupancy and every 10 years after. In Broward this program is also how the state milestone inspection requirement is administered and satisfied. The program — formerly known as the 40-year recertification — requires a structural and electrical inspection at each cycle. Fortis handles the structural component: a licensed PE inspects the building and submits the recertification report to the county.
