01 / Direct Answer

When is a Highland Beach milestone inspection due?

At 25 years from the certificate of occupancy, then every 10 years, for association buildings: condominium and cooperative buildings of three or more stories with at least four dwelling units. Palm Beach County has no countywide ordinance, so each municipality is its own Local Enforcement Agency under F.S. §553.899. The whole town is coastal, so no distance test applies here.

The Town of Highland Beach’s recertification program is how the milestone requirement is administered and satisfied in Highland Beach, for the buildings it covers. The operative local law is §110.9 of the town’s Administrative Code for the Florida Building Code, 8th Edition.

02 / City Process

Two things boards here get told wrongly

The cycle is 10 years, not 7. Guides in circulation describe Highland Beach as a 7-year repeat. The 10-year and 7-year intervals in §110.9(1)(b) both refer to threshold buildings, so an association building runs on the statutory 10 years under F.S. §553.899(3)(a).

Satisfaction runs one way, so scope the electrical work. The town’s phase one also requires a professional electrical engineer to certify the building electrically safe, or to list major and critical deficiencies with a repair timeframe. F.S. §553.899 does not require that. So a town recertification satisfies the milestone, but a bare milestone inspection does not satisfy Highland Beach.

The countywide picture is on the Palm Beach County service page.

Local Context

Town Program, Separate SIRS

The Structural Integrity Reserve Study under F.S. §718.112(2)(g) is a separate requirement on its own 10-year cycle, measured from the creation of the condominium. It is not part of the milestone inspection or the town recertification, and the two are scoped and delivered separately. See Structural Integrity Reserve Study (SIRS).

The town program also covers threshold and non-residential buildings, a restaurant and a church among them. Those have no milestone requirement to satisfy, so a recertification there is a town obligation on its own terms.

Beyond compliance filings, Fortis provides forensic investigations, building condition surveys, and building restoration oversight for Highland Beach properties.

Your assessment will be performed and sealed by a Fortis PE working to the Fortis Standard.
